Kentucky REC’s own Dr. Barry Little received the Critical Access and Rural Hospital Champion Award from the Office of the National Coordinator for Health IT. This award recognizes groundbreaking collaborative efforts with public and private sector partners to accelerate Meaningful Use among CAHs and small, rural hospitals nationwide.
These individuals have played key roles in the outstanding success rate of the CAHs and small rural hospitals in the Meaningful Use program. As of July 3, 2013, 1,115 (65%) CAHs and small, rural hospitals had achieved Meaningful Use. Specifically, 62% (approximately 822 of 1,332) of CAHs and 77% (approximately 293 of 383) of small, rural hospitals (those generally with less than 50 staffed beds) had attested to meaningful use of EHRs. Contribution to Second Wave of ONC Health IT Resources for Critical Access and Rural Hospitals
Dr. Little also contributed to the first ever step by step EHR implementation guidance for CAHs and small, rural hospitals on healthit.gov. All of this information can be accessed from the new landing page here.
This new content can help CAHs and small rural hospitals learn more about the benefits of Health IT and help them take the first step toward implementation and attaining Meaningful Use.
Rural Implementation Steps
- Assess Your Practice Readiness
The first step in EHR implementation is to conduct an assessment of your current organization and its goals, needs, and financial and technical readiness. Learn about the benefits of EHRs and how to assess organizational and staff readiness.
Planning draws on the information gathered during the assessment phase to outline your organization’s EHR implementation plan. Learn about organizing your project’s infrastructure and key steps in the planning phase.
- Select or Upgrade to a Certified EHR
There are a number of steps involved in choosing the right EHR system. CAHs and other, small rural hospitals must use certified EHR technology to achieve meaningful use and qualify for incentive payments. Learn more about vendor selection and contracting.
- Conduct Training & Implement an EHR System
EHR implementation involves the installation of the EHR system and associated activities, such as training, mock “go-live,” and pilot testing. Learn more about the steps in the implementation process.
The final phase of EHR implementation includes successfully demonstrating meaningful use of EHRs and reassessing what you have learned from training and everyday use of the system. Learn more about clinical quality measures and attesting to meaningful use.
- Continue Quality Improvement
Quality improvement and optimization emphasizes continuous evaluation of your CAH or rural hospital’s goals and needs post-EHR-implementation to continue improving workflows that achieve your organization’s goals while leveraging the functionality of EHRs.

This elite award is given in recognition of superior work towards improved patient care and practice optimization through the use of Health Information Technology (Health IT). These healthcare organizations have turned their attention towards innovation by leveraging new technologies in their practices to change the way healthcare is delivered.
These organizations will serve as an active voice in their communities and work together to articulate ways to leverage Health IT to achieve better care, better health and lower costs.
The ultimate goal of the Health IT Fellows program is to help other providers in Kentucky overcome challenges faster and more efficiently by sharing experiences and key lessons learned. If these lessons are specific and actionable, both providers and patients can become more informed – and empowered. The Health IT Fellows will help develop and promote stories, tools, and technical assistance with the goal of keeping the patient at the center of care.
As part of this award, these organizations will also be nominated to the Spring 2014 National Health IT Fellows program. This program, set forth by the Office of the National Coordinator for Health IT (ONC), consists of an elite group of healthcare organizations who will represent their peers at a national level and actively participate in discussions and activities that will be used to inform policy and strategic efforts. If selected, these Kentucky organizations will lend their insights and expertise to ongoing national conversations.
Recipients of the awards were recognized on Monday, September 16 at the 6th Annual Kentucky e-Health Summit in Bowling Green, Ky., sponsored by the Cabinet for Health and Family Services, Governor’s Office of Electronic Health Information. The summit connected providers, executives, IT professionals and other healthcare representatives in discussions about the future of Health IT.
Congratulations to the new Kentucky Health IT Fellows. We are honored to have such a dedicated group of champions, and we look forward to working together to improve patient care for the people of Kentucky.

Thank you for making our Meaningful Use Survival Seminar Series such a HUGE success.
The turn-out was excellent at each of the 6 events across the Bluegrass:
• Bardstown (March 15): 50 attendees
• Paducah (March 22): 75 attendees
• Hazard (April 12): 50 attendees
• Bowling Green (April 19): 85 attendees
• Somerset (May 10): 70 attendees
• Lexington (May 31): 110 attendees
The seminars provided informational sessions on hot topics in Health Information Technology such as Meaningful Use Stage 2, Privacy and Security, and Meaningful Use Audits.
To kick off each event, local healthcare providers and hospitals were recognized for their leadership in the nationwide transition toward an electronically-enabled health care system.
The Kentucky REC is pleased to welcome these practices and hospitals into an exclusive group of leaders – the Meaningful Use Vanguard (MUV). MUV is an initiative of the Office of the National Coordinator for Health IT (ONC), and is designed to honor, thank, and bring together clinicians who have successfully implemented electronic health records. MUVers (members of the MUV program) serve as local leaders and advisors in this national initiative.

Kentucky REC would like to congratulate Angela Murphy of Norton Healthcare for her selection as a member of the Inaugural Health IT Fellow Class, part of the Health IT Vanguard Program.
The Health IT Fellows Program is a new initiative which connects provider & administrative champions from all over the nation who have leveraged Meaningful Use in their practice to improve care delivery.
Perhaps more importantly, the Fellows are taking up a Call To Action, being empowered to share their extraordinary insight with their peers, ONC, and the greater public.
